1. Owner applies for “Non-Encumbrance Certificate” to the concerned Tehsildar/Naib-Tehsildar.
2. Tehsildar captures the following details in RCMS:-
- Name of the owner’s village (mandatory)
- Current Jamabandi Daur of the above village (for eg. 2019-2020) (mandatory)
- List of khewat-numbers of current Jamabandi whose non-encumbrance certificate is requested by the applicant (mandatory)
- List of khatouni-numbers of current Jamabandi whose non-encumbrance certificate is requested by the applicant (optional)
- List of khasra-numbers of current Jamabandi whose non-encumbrance certificate is requested by the applicant (mandatory)
- Total area for which non-encumbrance certificate is requested by the applicant (mandatory) (like 1 ਕਨਾਲ 2 ਮਰਲੇ)
- Complete Name of the owner including his father’s name and grand-father’s name (mandatory) (for eg. ਰਾਮ ਸਿੰਘ ਪੁੱਤਰ ਸ਼ਾਮ ਸਿੰਘ ਪੁੱਤਰ ਕਰਮ ਸਿੰਘ)
- Mobile No of the owner (mandatory)
- Email-id of the owner (optional)
- Address of owner (mandatory)
- Date of request of Non-Encumbrance certificate (mandatory)
- Encumbrance From date (mandatory)
- Encumbrance To Date (mandatory)

Based upon the above, the total years must be calculated and displayed in the data-entry screen in RCMS because fees will be calculated based on the total number of years.
